Please ensure that you are completing your FISS application accurately and in its entirety to avoid a return. Please refrain from sending duplicate requests, as it results in increased processing time for valid requests. FISS applications are processed within 20 business days.
Existing FISS customers who currently use the Health Insurance Query Access (HIQA) will find eligibility information in Novitasphere to be significantly more user friendly. Part A customers may also submit batch claim files through Novitasphere.

All customers who are requesting a FISS Logon ID (RACF ID) be enrolled for electronic billing. If not already enrolled, complete an EDI enrollment form prior to completing the FISS application. Once the EDI enrollment form is processed, you will receive a letter confirming your enrollment. At that time, you can complete the FISS application for access.
FISS requires a secure telecommunication connection from your facility. This connection is received by contracting with one of the Secure Direct Data Entry (DDE) Vendors. Contact a vendor prior to completing the FISS application.
Novitas Solutions must supply you with a unique RACF ID in order to access the FISS system. Please allow 20 business days before contacting our Customer Contact Center on the status of application
If you do not have an existing RACF ID from any Medicare contractor, complete the FISS/HIQA Logon Request Form for All Providers form.
Complete the Request Change to Existing FISS/HIQA Logon Form for All Providers form if you have an existing RACF ID from any Medicare Contractor and are:
Adding a PTAN to an existing RACF ID, no matter the contract (JL or JH)
Note: If you have a RACF ID that was issued by a different MAC, that RACF ID can be used to access PTANs from Novitas jurisdictions as well. Please do not send in a request for a NEW RACF ID in this situation. You may send a change request with your existing RACF ID.

Users who sign on to FISS through Companion Data Services (CDS) can reset their own passwords. Please note that you can only use the automated password reset option once in a 24 hour period.
The Centers for Medicare & Medicaid Services (CMS) will now be displaying an educational message to select Part A Common Working File (CWF) inquires such as Health Insurance Query Access (HIQA), ELGA, ELGH, and HIQH. The message will notify users that CMS plans to terminate access to CWF eligibility queries for those who are already utilizing the HIPAA Eligibility Transaction System (HETS) in the fall of 2019.
When a user attempts to submit an eligibility request, the educational message will display and the user must press the “ENTER” key to acknowledge receipt of the message to continue with the eligibility request. This change will affect users and organizations that utilize scripts and/or other automation methods, and these users may need to modify their programs accommodate this step. Users may continue to use both methods for eligibility requests until the fall of 2019.
